Briefly

Phil Jarrell is a cross commodity analyst in the Crops Branch of the Market and Trade Economics Division of USDA’s Economic Research Service (ERS). He covers the cotton, sugar, and rice markets.  Phil supports USDA’s monthly World Agricultural Supply and Demand Estimates and conducts research on international trade issues.

Background

Before joining ERS in 2020, Phil worked 30 years with USDA’s Foreign Agricultural Service (FAS) serving in various capacities: commodity analyst, marketing specialist, senior policy advisor, foreign service officer, trade negotiator, and various management positions. Phil most often worked on issues related to row crop commodities, trade policy, domestic support, biofuels, and trade remedy cases. Phil also farmed in the Washington, D.C. region while at FAS, continuing his family’s farming heritage.

Education

Phil received a M.S. in Agricultural Economics from Mississippi State University and a B.A. in Political Science from the University of Mississippi. He also studied International Affairs and Languages at the Foreign Service Institute and at Middlebury College.
